Introduction
Exhibition Scale: 20,000-50,000 RAO/CIS Offshore has gained a strong position among global offshore oil and gas exhibitions and conferences. The event has received international recognition, and alongside the largest related events in Aberdeen, Stavanger, Houston, and Baku, RAO/CIS Offshore is considered a core industry event of Russian and international scale. The RAO/CIS Offshore Program Committee is headed by Alexey Kontorovich, Academician of the Russian Academy of Sciences and Chairman of the Russian Academy of Sciences' Committee for Geological and Oil and Gas Resource Development. Since the event's inception, Dr. Dilizhan Mirzoev, Director of Gazprom VNIIGAZ Offshore Oil and Gas Field Exploration Center, has served as Chairman of the RAO/CIS Offshore Executive Committee. RAO/CIS Offshore is held biennially, bringing together government officials and experts from Russian and foreign companies to discuss the most important aspects of Arctic and continental shelf offshore development. Over the years, since its establishment, RAO/CIS Offshore has seen participation from over 6,500 delegates and 1,280 companies from 22 countries. St. Petersburg's choice as the venue for RAO/CIS Offshore is no coincidence. The Northwest region is a key area for Arctic offshore development. Approximately 7% of the country's oil and gas resources, leading enterprises, research centers, and design bureaus are concentrated here. Russia's largest seaports are also located in this region. RAO/CIS Offshore is supported by the Government of St. Petersburg. An official letter to Alexey Kontorovich stated: "Given the importance and high status of these events, they are included in the official list of priority exhibitions and are held with the support and participation of the Government of St. Petersburg." Many shelf projects launched in the 1990s are now operational. New gas production centers have been established on Sakhalin Island and the Kamchatka Peninsula in the Russian Far East. Russia's first LNG production plant began operations on Sakhalin Island in February 2009. In October 2016, the 40th shipment of oil produced from the Prirazlomnaya ice-resistant oil platform took place. RAO/CIS Offshore provides numerous opportunities and facilities to showcase scientific knowledge and technological achievements. Today, we have effective international cooperation models in the development of the Russian continental shelf. One of the most important benefits of RAO/CIS Offshore is its resolutions. These resolutions are formulated based on decisions made by delegates regarding the development of the marine industry. The resolutions of RAO/CIS Offshore 2023 have been forwarded to the Government of the Russian Federation, various ministries, government agencies, and leading Russian and international fuel and energy companies.
